Well it doesn't matter anymore since Dexcalibur has a retarded bug being that it's 3.5 second cast (Which explains why no one can actually connect any skills with it since it has higher cast time than enuma right now.), so it's probably getting fixed to it's 2.75 cast time meaning DS probably won't need a change.

Also your "Jack of All trades" statement about Saber is also invalid (Mainly because Saber class is supposed to have high Strength, Agility and Endurance but low Luck and Mana, meaning they're Strong, Fast and Tanky but lack Luck and the ability to use their abilities often), go look at when Kiritsugu was her master she had A rank Endurance which is equal to DS and bother Berserkers, also remember that if you actually compare Max healths and etc, Saber is actually pretty lacking in health, melee and actual damage capacity during end game.
Most of her tanking comes from her A rank MR, Instinct and Avalon which will always make her a tank.

Even if you count her used Stat build which has B rank Endurance, she already has low health compared to those with A rank Endurance. (About 600? lower max health. 3600 on Berserker? 3300 on Lancelot and 3200 on DS) while Saber has about 2800?.

The servants who shouldn't be Tank are Archer, Rider, Caster, Lancer, Diarmuid, Avenger, TA, FA and Gilles (As they all have below B rank Endurance.) However the problem mainly lies in that all servants can add 900 additional health from 50 Strength which ends up messing up the balance of health pools, which leads to every hero can tank.

Like I said before, you need to QQ less about making the Servants who are actually meant to be tank a tank and QQ about the Servants who shouldn't be tanks.

So we ask kok to employ str nf style?(Str based heroes can add up to 50 and non-str based up to 35)

Apparently they already tried this and no one agreed to it so yeah..
Also I'm not entirely sure maxing Str at 35 would even fix every hero can tank since it's only going to reduce their max health by 270 since almost all heroes start with nearly 1000 or above it ends up being every hero can have 1900 health from 50 Str and base health alone which is pretty bad.
